Same reason why he let Italy take Kočevje (Gottschee) and have the Germans living there for centuries resettled to another location in Lower Styria, with its previous inhabitants deported. Mussolini was his biggest European ally and the good gestures kept him that way. After all, Italy's goals before the pact were to hold much more land in the Balkans and the control over Austria (not directly, though).
