Some nomadic group of early humans = depends on your definition of society. But I am sure there was one small group or town of people that let anyone fly.

4. Current times in America or western Europe = Probably most likely answer. Besides pedophilia, beastiality(only some states), doing drugs, inciting riots, theft, murder, rape larceny, and a bunch of other old and pointless "crimes" that are illegal...its pretty free.
