A large part of the IJA's Westernization was due to Prussian military advisors. Originally, the French were the top choice but their reputation diminished after the Franco-Prussian War. Prussian infantry tactics helped Japan defeat China in a lopsided war, but also led to enormous casualties against the Russians.

All those things considered, Prussia was still the main layer when it came to unifying the German states into a cohesive power which posed a threat to Great Britain and France.

It was largely due to the 1860's-70's when Prussia buttfucked German States, Austria, and France and had the most modern military at the time. East Asians from the Qing Empire to Meiji Japan started clamouring for Prussy military advisors.

Japan was yanked forcefully out of hiding and had to play catchup, so they started emulating the European powers. They emulated British naval practices and French style conscription to some extent, but the fashionable thing to do when you come late to the game is emulate the people who seem to be on the cutting edge. At the time that was Prussia, so the Prussian style of doing things became the symbol of modernity to them. There's a similar analogue in the later Chinese modernization. Among many other reasons, Communism appeared to be the cutting edge new way to structure a nation state, which seemed appealing when they were making no headway against the European empires that the Japanese had emulated a few decades earlier.
