The term "intellectually bankrupt" is technically applicable to any belief systems aside from agnosticism, and even then, if the individual avidly operates in the culture of agnosticism, he then becomes intellectually bankrupt. The reason is this: you can either become an intellectual and discard the arguments of religion and political belief, choosing to focus on the advancement of knowledge or you can actively operate in religion and political belief and give up your part in the advancement of human intellect, wasting your time discussing the differences between belief systems.
