That's a bit of an exaggeration. Japan knew about how strong the West was growing and mostly kept up with Europeans technologically. It'd be like the US fleet showing up in Kiribati. Everyone there already knows about Western tech, but coming face to face with an aircraft carrier is still intimidating.
