It really is up in the air. Crimea hold a majority of ethnic Russians, but the peninsula was ceded to Ukranian SSR in the 50's because it's easier to administrate land when you're actually connected to it.
The international community recognizes Ukraine's borders as it was in 1991, but the Peninsula is now de facto controlled and administered by Russia.
