You see: the thing why the Habsburgers did not give slavs a chance was because it would make the German Austrians a minority in the Empire.
People tend to forget that one of the people butthurt about Austria were the Germans themselves following Prussia's walloping of them in 1866. Meaning if Germans were minoritized, shitloads of them would abandon the Habsburgs for Prussia/German Empire.

There were so called federalists and their ideas might have worked but it would all fall dawn as soon as for example Poland would declare independence out of Russian or German part of it.
