W.. well the Holy Roman Empire is a direct continuation of the Western Roman Empire restored by Charlemagne, totally not France which composed his core territories, Germany wasn't a backwater in those days, heheh... Yes, the voluntary peaceful union of countries like Bohemia and Bavaria into a huge empire spanning roughly the area of the Kingdom of France or the Kingdom of Spain (before their colonial empires) is definitely an interesting quirk in history and worthy of study, much can be learned.

The first Holy Roman Emperor was crowned by the Pope, making it Holy. Also crowned as Imperator Romanorum, making it Roman. And these were the borders making it an empire.

The only true HRE was the Carolingian one. Plus if you subscribe to the theory that Rome in the west didn't fall and simply transformed then it also lends more legitimacy to the Carolingian HRE.

It was as good as a civilzation could get at this time. Not saying that Paris wasn't a greater city than Vienna, Munich or Prague; or China being more civilized at some point in history, or the Romans being more advanced in civil engineering - but for most of the time of its existence, being born in the Holy Roman Empire was a privilege. The HRE wasn't holy because of all the backstabbing between the rulers and the heads of the church, it wasn't roman in the least, and the territory didn't satisfy the definition of an Empire: only called that because of it's supposed spiritual link to the Roman Empire

You could argue it was an empire althought it was more of a confederation, you might argue it was holy it did have the papal blessing but it was full of corrupt sinful leaders (not that the rest of Europe wasn't), it really wasn't Roman though. Although it did hold Rome at several points, it means Roman as in a direct successor state to the Roman empire. Which it wasn't Byzantium was.

Since other people have touched on the meme-ness of the quote, I'll focus on this part.

The reason why it's shitposty and can irritate people is that the HRE at the time of Voltaire is a very different beast from the various HRE incarnations that had exists before. During the Ottonian, Salian, and Hohenstauffen periods, the Empire was a pretty respectable claimant to the Western Roman Empire's heritage with its control of Italy and its role within the wider Catholic world. Even the early Habsburg period could be argued as continuing that tradition.... as for when the line was broken, take your pick of the Diet of Worms or the Peace of Westphalia. The former is the Teutoberg, and the latter being the ousting of Romulus Augustulus.
