You do realize that Paul I changed the succession laws more than 100 years before right? The throne could only pass through the male line, with the exception of in case every last man in any of the dynastic lines were dead (which, considering many fled before the Revolution, they certainly weren't in danger of being). Catherine the Great was only able to take control of the throne on the basis of being the empress consort of an emperor before his death, like Catherine I before her, she did not inherit the throne.
