When you look at the antagonistic relationship of the American system and the black community it's extremely easy to see why they did it. The operation was a great way to make money for their black budget, it was a way to destabilize the growing black militancy movement in black neighborhoods and if they did get caught nobody in Congress gave a fuck about niggers enough to cause a huge fuss.
