Khomeini was a popular scapegoat for the Pahlavis, on top of that this after 1953 coup and Operation Ajax where the full extent of British machinations on manipulating and setting back Iran is known to the people and the Shah was frosty with them since.
It probably wasn't true but Khomeini did have safe harbor and refuge in France for years before the revolution went down.
