Nazism was mostly German integral nationalism. Concept of race was honestly quite stupid and political in Nazi Germany, as far as I know. For instance, Ukrainians have been "reconsidered" as Goth descendants at one point because Germans started losing and had to find some local support.

Considering yourself German means you are of that Volk and speak the language. For those not speaking the language a racist construct kicked in, justifying their being in Großdeutschland. Pan-Germanism isn't any different from other Pan-isms.
