Yes but the thing is if you look at actual declassified documents from the Kremlin you see the number killed is actually 3-4 million (about 2 million from gulags, anywhere between 600,000 to 1.3 million from various purges) throughout the history of the Soviet Union
But why do people look at this and say "No they obviously must have killed at least 10 times this amount because, yknow, propaganda or something. You can never trust those damn commies!"

Well, to be fair to those numbers, people usually include the '21 famine, holodomor and stuff like the polish famine into the general death toll.
You can argue either way on whether this should be counted as deaths caused directly or indirectly by the state, but it's not a "flat-out lie".
