There was really no strong culture to speak off. Incas were just one tribe that slaved the other tribes. Pretty basic barbarian shit. Dont read too much into "the dances with the wolves history".

Not even the most hateful conquerors and chroniclers called uncivilized or barbarians to the Inca. Hell, Pizarro even saw them as people that Spain could learn a thing or two.
The conquerors saw them as a kingdom comparable with Spain or less, but never saw them as savage tribesmen like the people in the Caribbean region.

Well, the Incas were relatively new in the andean world, but they were very prideful of their customs and culture, for example religion in the central Andes has been pretty much the same for 4,000 years as the worship of wiracocha or the god of staves to cite one example, but the Inca imposed the veneration of the sun so hard that inhabitants of Quito seemed to have been born in Cusco, or so they say in the chronicles.

And the and the Incas did not enslave even less enslave tribes, the Inca believed literally that he had the mission, given by the sun god, to rule the whole civilized world, although the Incas believed that the civilized world was pretty much the only central Andes, being so, when they began to conquer outside of the central Andes, the Incas tried to civilize the tribes they conquered, and if the incas believed that a tribe could not civilize that tribe was exterminated and the lands were given to settlers of the empire (mitimaes).
