It is true, but some things should be pointed out: volunteer units were often given second-rate equipment, and many of these units weren't in it for the ideological side of the conflict. The Azad Hind (Indian volunteers, upper left) were there because they thought if Hitler won, the Raj would end. Africans were rarely used in the Heer, same with Arabs, and so never formed a unit of any major consequence.
Actually, Rommel forbade the raising of native Libyan units because he felt the Italians had relied on them too much, and that was the reason they'd done so poorly in late-1940. That image also omits that many "volunteer" units were later staffed by conscripts.

They were very easy to train, pay out (considering the wages Africans normally got back then it's pretty big and paying the widow of the guy dies is pretty paltry but then again African wages are abysmally low and being a soldier got you something resembling a decent salary.) and you gave no fucks about them since you can train more since Africans are disposable.

Cornelius Ryan in his book 'The Longest Day' claims that US Army captured Wehrmacht soldiers with Asian facial features. They couldn't communicate until they found a specialist in Central Asian languages. Those 2 soldiers were forcibly taken to Red Army, captured by Wehrmacht, forcibly taken once again and sent to fight on Western Front.
