The Romans knew it, the Vikings knew it, and Merkel knows it, that the British people have a history of submitting themselves to other powers. By joining the EU you at least kept Britain somewhat European.
Jokes aside, the EU is arguably more centralized than the HRE since we don't conduct wars within the EU borders, and have an even more centralized legal apparatus.
