When you have conspiracy, let's say "9/11 was an inside job" conspiracy, you can find some reason that makes sense for it to occur - big oil and saudis disliked competition from Iraq and opium farmers who have removed Soviets with US help a decade ago had to suffer Talibans who enforced the "no opium" policy even more rigorously than communist regime. At the same time armament industry had surplus they needed to get rid off.

All that was needed to benefit all of those sides was to get the US into war. And hence they've had to find good reason to do it. So they've found one.

Now the evidence may be wonky(in case of phantom time it's extremely wonky) but you can say that there is a possibility of such thing to occur because well - there was a good reason for it to happen after all!

If you can't find good reason for such thing then it's either beyond our comprehension(unlikely) or complete bullshit

I don't think this is a good metric for judging conspiracies becaue it requires intimate knowledge of the information available to the conspirators and understanding of their motivation beyond what is possible for an outsider.
