Think of the internet as if it had layers.
At the top is a thin layer. That's all the normie shit, facebook, youtube, reddit, tumblr, twitter, sites that get millions of pageviews a day. Some people only interact with the internet this far.
Below that is the second layer, which makes up almost all of the internet most people see. That's the less popular but still well-known sites like various news sites, online retailers that aren't amazon, steam's website, a bunch of porn sites, deviantart, spotify, etc. Most people never go further than this.
Below that is more niche sites. 4chan would fall here. So would sites like ycombinator.com, liveleak, nexusmods, bodybuilding.com, ytmnd, etc. These are still pretty popular sites but they're niche, so they're not too well-known.
The "deep web" is actually way below that. It's defined as websites that aren't normally accessible and generally don't connect or have limited connection with non-"deep web" sites. For example, .onion links to be accessed with tor, or eepsites. Other, non-traditional (as in, not accessed with a browser) sites as well.
The tumblrite normalfags are just so inexperienced with the true breadth and depth of the internet that they think going a few layers down to a niche website is "deep". When in reality, the truly "deep" websites are mostly places to trade child porn, drugs, and conspiracy theories. (Not to mention dead as fuck)
