A lot of the uses are connected to countries trying to emulate Rome: Byzantines, Third Reich, Imperial Russia (muh Third Rome), etc.

Eagle was the symbol of Jupiter. Romans thought he was the best and greatest god, so they used his animal as a standard.

Everyone else who used it wanted to show that same sense of grandeur as Rome.

It's almost as if all Western cultures are the cultural offspring of Rome.

Both Empires and Republics draw inspiration from Rome. The Eagle was the representation of Jupiter. Also when powerful men died, especially the emperor it was thought his would be carried by an eagle to the afterlife.

For Arab nations the Eagle is a symbol of Saladin, although there is no mention of Saladin using an eagle symbol. A depiction of an eagle was found on site said to be Saladin's palace 100 years ago, and since then its been a symbol of Arab nationalism. Even though ironically Saladin was a Kurd.

It's not that surprising that people who were basically stuck on land were amazed by a creature that could fly, and would also pick the king of the birds as their symbol.

It used the same official languages (Greek and Latin), it was a direct continuation of Rome, it featured the same state apparatus (Senators, emperors, you name it), it was recognized as the Roman empire by the west for centuries (Before it became politically expedient to declare a German king Roman Emperor), it was recognized as Rome by the east (Including of course Persia, who had dealt with Roman for centuries when the split happened, and in total would deal with it for over a millennium) until it fell, it identified itself as Roman, it used Roman laws, it was culturally similar, it was similar in religion, and on and on it goes.

Rome started it. Ever since they fell Rome has been revered as the ultimate in power and glory, ergo everyone from the Byzantines, Holy Roman Empire, Napoleon, Nazis, Americans, and half the other fucking countries in the world draw on it to denote both a link to Rome and to draw upon Rome's innate greatness.

it was to a point, the Roman empire split between east and west. While the eastern segment survived the fall of Western Rome, they were not quite the same as Rome. Their capital wasn't rome, they did not follow the Roman Catholic Church and they were predominantely Greek rather than latin. It is kind of like if the British Empire fell and Australia declared itself to be the new Britain, its not entirely false, but also not entirely accurate.
tl;dr Byzantium is a continuation of Rome, but underwent enough changes that it could and is often considered a separate entity.

Besides what has already been said about how it's a powerfull and respectable bird of prey, the very image of the eagle has the potential to be extremely symmetric. I believe this to be the single major reason for it to be present in so many flags. Most other animals and, hell, even stuff don't look half as good in a frontal position.

And how good something looks is and always was one of the things we, humans, care the most on this cosmos.

Pretty much all pagan religions had the sky god as his chief god. Eagle is the biggest and meanest animal in the sky. Eagle = Zeus/Tengri/Ohrmazd/Whoever.

The rest are as follows
-4 claws for imperial family members
-3 for commoners.

Which meant that prior the use of national flags, the symbol of China was a five clawed dragon. The ruling affected other Asian countries to the point that nobody else will ever do a 5 clawed dragon.

It would be the equivalent of copying the American Flag as your own.
