Quantity and Quality are both important factors to consider in this situation. Quantity is quite important in the situation where the quality of power wanes. If one has higher quality than two of lesser quality, he will beat those two. Quality and Quantity are essentially counterparts and rely on the harmony of both to reach victory at it's more mundane and essential.

The basic idea is that the strong can absorb slave culture and start thinking their own strength is bad. You already see this happening when people feel guilty over their 'privilege' or 'being born male'.
The reversal is also true that the weak can absorb the culture of the strong and learn to better themself.
