almost all of the german army and nazi leadership was high on crystal meth.

so yeah. drugs were pretty common in all of human history. the criminalization of them is a pretty recent phenomenon. I would even go so far as to say that all major religions had their origin in drugs.

not all people. and most of them didn't even know they were "high". drug use became became pretty glorified through the mass media because it's edgy.

they simply smoked herbs in order to feel relaxed, more spiritual, healthier etc... they didn't think "Ohh I'm so edgy and badass I'm doing drugs". it was nothing more than herbs just like other herbs. see shamanic traditions of native americans. so there wasn't really a widespread culture and propaganda around it like today.
