The HRE's incoherent fragmentation occurred with the 30 Years War. Prior to that, there was relatively coherent dominance in a dozen regions by the primary estates of the empire.
Post-30 Years War was a clusterfuck, but a developmental period for Brandenburg-Prussia, as it became the most prominent state in the HRE through the next 2 centuries.
But if you honestly think that the central, German region of the HRE was ALWAYS some ungodly mess, here's a very simple test

>both have several Saxon states primarily in the center
>both have Bavaria and Wurttemberg in the south
>both have two Rhenish states and Westphalia in the west
What a surprise, the same states; after hundreds of years, Kleinstaaterei, annexation by Prussia, conquest by Napoleon, confederations, and two World Wars; the same states most prominent in the empire (as they effectively were in the Carolingian and Salian empires as well), still exist in more or less the same places.

They'll drive 200 miles out of the way if their GPS tells them to and they won't even know it since they can't be bothered to even glance at google maps for a general idea of the route they're taking.
If had people refuse to listen to me telling them they're taking a route an hour longer than it should be because their GPS said so even though I'm showing them the map on my phone right in front of them that proves their planned route is obviously not the fastest way to get somewhere if they just looked for one second.

Depends on the GPS, some of them are disturbingly intelligent and will account for things you can't with just a map. The most simple being traffic conditions and closed roads which I think even phone apps do now.
Knowing your GPS is the best way to get the best use out of it.
