No, the idea was that the Anarchists stopped fighting a revolution when they allied with the PSUC and the moderates. And the Anarchists would have been much more effective fighting a revolution than the conventional war they got stuck in.
Basically, the CNT/FAI leadership fucked up by working with the moderates and PSUC.

To be fair Finland (via >Sweden >Yes occupation) was considerably closer to Western Europe and more "developed" and had greater autonomy than other Russian provinces.
