We don't have the proper technology to do so.
It's the equivalent of us being blind, and yelling "Hello, is anyone there!?" into the open air. There are potentially hundreds, if not thousands of intelligent extraterrestrials, but they're all deaf and communicating by touching each other or someshit.
Basically what I'm trying to say is they're communicating via different means. Methods that we are yet to understand.
Coupled with the fact that trying to have a 2-way communication via huge distances is pretty much ergonomically impossible.
Or you could take into consideration the Fermi paradox, and one of the many hypothetical explanations as to why we haven't made contact yet.
