Purge the ungrateful lollards and begin migration missions from England to the colonies. the new colonists would be first generation and not used to the heavily reduced taxes and weak law enforcement. they would be content as subjects unlike the previous 3-4 generation colonists who where used to effectively no taxes and the lax imposition of law.
