Maybe an elected parliment, but with a strong House of Lords.

Like other anons have suggested, keep out of WWI at all costs. Fuck the serbs, no help and no damn mobilization. I'd like to just realign my country with Germany and cut off ties to France, but I fear by 1912 it might be too late to do that without making the French go apeshit over my betrayal. Considering I'm fucked if I go into that war, I'll just have to take my chances anyway. Best case scenario would be Germany taking out its blood lust on France and Britain while I try to reform and modernize my country in the meantime.
