The core of the modern "West" is the UK, France, the USA, and the white Commonwealth imo. Second tier is the rest of Northwestern Europe.
After that things get pretty muddled.

Definitions of "western" are dubious at best. Culturally yes by most standards, albeit with some syncretic elements from former indigenous populations. The only thing that really separates them is their stunted economic growth, which is in part due to over 150 years of post-independence exploitation by assorted foreign interests through the propagation of banana republics, or through the constant political maneuverings and overturns that came out of the Cold War. Thus they are relegated to "Third World" status, which confers a status of being inherently "other" by many.

From a historical perspective I don't see why not. They're part and parcel of Europe culturally and have many of their political systems modeled on the US. Demographically they're obviously very different, but 'western' is a cultural concept and is not about the blood you happen to have.

Latin American that spent a lot of time in Europe and the USA here and I personally don't think so but I can see why people would think it is, after all, we do speak European languages and the absolute majority is of an European religion.

In Africa many old laws are still a part of those countries, substantially you could say and their mode of governance matches too.
Linguistics the colonial language is one of many official languages. Better yet it's easier to count the countries that don't have their colonial language as an official language.
