The reason Hindenburg appointed Hitler as Chancellor because of a decade of failed coalitions (due to proportional representation no one party EVER held a majority) and the Nazis (with around 30% of seats) walking out every day to nullify any government that wasnt a coalition involving them.
Hitler would never have risen to power if the Weimar didnt have a pants-on-head retarded constitution.

Hindenburg could've made different decisions, but 1933 was a really messy period and I think that if the Nazi's hadn't taken power some other group would have.
Really, you would need to fuck with the creation of the Wiemar republic and somehow make them be able to get through the great depression which would require changes I don't know enough to do.
