They do not share the Byzantine tradition, either. Russia were the most notable inheritors of that.
They certainly had an interesting empire and were comparatively enlightened in some ways, so in that regard there is some similarity. They were not Romanesque, however, nor yet Byzantine.

The entire idea of an heir to Rome became irrelevant at the start of the HRE, which was neither Roman nor a united Empire. You can't claim the barbarian German tribes that sacked the ethnically Italian Rome and surrounding areas are heirs to Rome. They sacked it in the first place, they were practically the niggers of Europe at the time.

Mehmed II took all the Roman titles, and tried to invade Italy (succeeded in capturing a few cities). All the sultans that come after him, tried to be more Roman. Suleiman's laws are kinda Roman and such.
Like everyone at the time they tried to be Roman, they weren't in the end, but it gave me a really interesting topic to read as they never were fully something.

The Romans never setup any real system of succession other than "The guy who killed the last guy is now emperor". With the introduction of Christianity the "crowned by god by the Pope/Patriarch's hand" thing came about.
So yes, the Ottomans were the rightful heirs of Rome. The Patriarch happily crowned every Ottoman Emperor, and the Ottomans did take over Constantinople and all that.
The only way the Ottomans aren't the heirs of Rome is if Byzantium is considered a separate state from Rome proper, in which case, they're only the heirs of Byzantium.
