Religion was seldom so cut and dry at that time. Until that point, the vast, vast majority of religions had advocated for worshiping more than one god. I have little doubt that Constantine revered Christ and the Abrahamic God, but he likely retained his faith in the Roman gods as well.

And adding to this, the Roman religion wasn't really devotional either. It was a series of rituals you performed to appease your chosen deity. There was no notion that you had to carry out these rituals with the utmost sincerity and faith. All that mattered was that they were performed. I wouldn't be surprised if Constantine approached Christianity much the same way. I mean, the tradition at the time was to postpone baptism until you were on your death bed to cheat the rules and get a free pass into heaven.

I think it hinges on your view of the scene of the Symbol of Christ at Saxa Rubru in 312ad. If true and dramatic as Eusebius portrayed it then the Christian's God was there and Convinced Constantine that He (God) is the one true God and will deliver Rome to Constantine.

If on the other hand, You view this as a sham, to just impress Constantin's English Army into battle; then it is just all another trick.

Asking if someone "was Christian" is literally impossible to confirm or deny since it's entirely about personal feelings. If he outwardly practiced Christianity it's reasonable to assume he was.

As someone who studies the ancient it is painful to think about all the lost culture. There are several extremely important poets and philosopher's who works were almost completely destroyed by the cult of Jesus. Some of these documents only have one copy remaining, others were not so lucky.
