If you're talking great leaders I think you have to ask the question. "If this person wasn't in power? Would someone else have taken their place to the same effect?"
I think the answer to that with Hitler is yes. Therefore I think he was just a product of his times, not much more than it.
Now somebody like Bismarck or Alexander the Great, or Genghis Khan would have all been viable choices.

Intelligence is an intrinsic good that you can hold in your hand, it is physical matter that you own.
A generic rifleman of the era would probably be a better chancelor than Alexander the great because he spent 20 years fighting against enemies that didn't strafe run trade routes or use seige equipment and would have habits created from such.
