While I agree with that, the only reason Tito got communism to work is because both superpowers wanted to win Yugoslavia to their sides and contributed to keeping the country afloat.
As far as morality goes though, he was certainly one of the better dictators. His people had reason to mourn him as he kept the country united, and people clearly knew Yugoslavia was in for dark times after his passing.
