The original policing methods in the US pretty much were managed this way. The Sheriff is the only constitutional law enforcement official, but he has the right to call up people into a "posse" when he needs more hands to slot a bandit or something.

What you have are PRIVILEGES, which can be revoked for a number of reasons. The rights ferry doesn't come down and stop someone from infringing on your "rights".
