This is a little hard to explain because you need to know a lot about modern Chinese history. To make a long story short, China went radical because it got beat up so badly in the late 19th and early 20th century. As a result, the state and military they built, the CCP and PLA, was utterly devoted an resilient. They had just finished 20 years of evading and engaging superior Kuomintang and Imperial Japanese forces on their home turf. As a result, breaking out the nukes and killing 50-100 million would simply not destroy their military capability. It would just force it to go to ground, and unite the communist bloc when it was at peak strength. What you end up with in the long run is a completely unsuccessful invasion of China (nobody but MacArthur actually thought we could handle China, hence our fatal hesitation to avoid attacking North Vietnam). And in doing so, you drive them to be an even more radical, fanatic, and devoted population while simultaneously bleeding out NATO in the Chinese mainland while giving Russia full reign in Europe.

You nuke them, all the combatants disappear into the countryside like they had practiced for the last 20 years, and suddenly 200,000 blind and radiation burned peasants come shuffling at your position, screaming and crying. You just destroyed their 1,000 year old irrigation system and wiped out their crops. Now you've got to either shoot or take care of a quarter million people as they run around and steal food, sabotage shit, or blow themselves up in suicide attacks. America won the guerilla war in Vietnam so hard that the Viet Kong functionally ceased to exist. no it wouldn't. China was already filled with veterans from fighting the Japanese and fought the US to the negotiating table in the Korean War.
but the real reason why no one in their right minds would go through with it was because of the timeframe. World War II just ended 5 years ago in 1950, and no standing army that just survived it was willing to go do anything that would trigger WWIII. the invasion and nuking of china that MacArthur planned for would almost certainly be met with Soviet entry into the war, throwing the planet again into a deadly, and now fully nuclear war with Asia and Europe again being the main theatres. There was no sense in 60 million, or even more, dying in another world war over former japanese colony.
Truman made the right call to discharge MacArthur, or the world would have to gear up for another conflict involving veterans who thanked their lucky stars they only survived the horrors of 5 years ago.
