When the Qing Emperorship was disintegrating (as most monarchies did in the wake of industrialism and the first steps of globalization) the George Washington of China was making serious headway into constructing a modernist pro-western democratic republic. But to solidify the new order he needed support from military personalities with their guns and militias in what was a culture somethingly teetering on a post-apocalypse. Enter the worlds biggest asshole here. Because he had one of the biggest armies and lots of political clout he was given the presidency on a silver platter as a sign of good faith. Proving Sun Yat-sen, the Washington figure, was a hero the east needed and was willing to forgo glory and power to get results done.

But oops, Baby Face McShithead saw his chance to be Qingz n shit and declared himself new Emperor as if president wasn't good enough. A true testament to raw human greed and hubris. Even though he technically had the ability to sit on a throne through sheer force of arms he had no legitimacy or anything resembling such overwhelming popularity as to construct a new dynasty out of nothing. So what any child could have told you would happen happened. Former generals turned warlords acted just like him and started taking everything they could. What was left of the civil body abandoned both his weak attempt at an Empire and the nascent Republic. The country descended into chaos and literally millions died since. China could have potentially been in the state of Japan or Germany right now if not for this guy.

And unlike Hitler he didn't even do it all for a good cause. He just wanted to be big despite already being one of the richest, most powerful, and most prominent men in China. He was just greedy and stupid.

Yep, Gilles de Rais. French nobleman in the middle ages, fought under Joan of Arc.
After Joan died he ended up putting on extravagant shows and feasts and founding "churches," all of which put him in severe debt. He was eventually royally forbidden to sell property to keep funding his degeneracy so he turned to the occult, believing demons would grant him wishes if he sacrificed children. Obviously this never happened but the habit of murdering children and doing perverse things to them stuck. It took him kidnapping a priest before anyone with power decided to investigate him and it was then they discovered what he'd been doing for years.
Special mention should go to a few accomplices he had in the murders and disposal of bodies, iirc one of them was his cousin.
