this, i think raptors were kinda close to civility, they had nest and close to primitive tribes from what i'm aware of. Also i think elephants are close as well even by these standards, those mother fuckers can paint pretty well.

Some kind of large-brained theropod, like someome already said. The problem is reptilian brains aren't very sharp and intelligence is a very frail thing, specially in its early stages. There's a pretty cool story called The Hunters of Pangea about a band of ornitholestes that develop a language and even primitive tools but they die out after their intelligence enables them to hunt their food supply (sauropods) to extinction. Well they don't go extinct, they just get dumb again over time with their rudimentary but-still-not-enough intelligence being without any real advantage.

Nothing seems to fit the bill well besides primates. Maybe racoons?
