the problem in india is the opposite.
there is a tremendous push towards tier 1 cities in india that have huge population pressures because that is where the economic boom started. most tier 2 and tier 3 cities have relatively unchanged populations.

aka you can have a similar to middle class lifestyle in clapistan with the additional benefit of cheap maids and a relaxed cultural attitude towards weed. So generally bureaucrats, guys who work white collar jobs for MNCs, guys who work white collar jobs in the gulf for 10-15 years, and increasingly people who save money instead of spending it outright pretty much live the good life in India. While they don't have the purchasing power of say the upper middle class of western countries, they make up for it in relatively cheap properties and amenities they have invested in.
