That's way too simplistic. Romanos wasn't wrong in trying to shore up what was left of their holdings and themes in Anatolia, and he did a damn good job of it, even with the steep decline of the Byzantine thematic armies (thanks to Doukid neglect). It was his own dedication and dynamic leadership that even gave the Byzantines a chance to go head to head with the Seljuks.
Hell, Manzikert was a complete stalemate until the Andronikos Doukas betrayed him and caused the whole army to rout. Even after that, Alp Arslan's treaty on Romanos was extremely generous and left the Anatolian core untouched; it's the resulting deposing of Romanos and the ceaseless civil wars after the fact that finally let the Seljuks overrun the rest of Anatolia.
