Actually it wasn't due to feudalism. German society from the late middle ages onwards was relient on cities and trade only second to Italy and the german nobility was very independent.
The reason why the rest of Europe was so centralised was because of a legacy of strict feudalism, which meant that the monarch could slowly centralise.
