I don't know, but men has traditionally been seen as the "stronger" sex. The protection and the decision making in a family has mostly been taken by the father and it is natural for a lot of people to extend this to the country.
This is what a patriarchy is btw, a society run by fathers.

Humans evolved so that men are stronger and smarter than women in order to protect them and provide for them and their children. They pretty much chilled throughout history doing nothing but spreading their legs and raising kids while the men built nations and fought wars for them. Still true today.

It was a small society relative to the amount of land/people it controlled, and most of the men were off doing Mongol shit.

Also, there were multiple succession crises where women ended up running the empire until a new Khan could be tracked down.

Nature made it this way.

Back in pre-history the women stayed back to take care of the home,to take care of the children,etc

Meanwhile the men went hunting,they had to provide.And protect the women,the children,the elderly etc. And generally to lead the tribe.
Like the king or any leader is meant to do for his people,and those kind of people had major roles in history.

They also went to war while women didn't.
And much of history was made by warriors and generals.

As a result of war they also were the ones dealing with other tribes. Which is the basis for diplomacy.

Men just inherited the duties they always had.

Exporting Christianity . There many pre-colonial examples in which before European Colonialism was introduced in which laws reflecting those ideal were introduced as well. Even with such colonial mindsets there are many countries which still continues to its pre-gender equal roots in which is reflected by existing modern day observations. Phillipines is one of the 3 countries in the world in which women outnumber men as political representatives.
Vietnam still holds many female warrior rulers as national heroes to emanate and represent the nationalism it fought against the french for.

I believe it might be slightly related to the fact that women weren't allowed into regular standing armies until the late 1900's. As for monarchs, well, aside from Isabella and Elizabeth, women were barely even accepted as monarchs until the 1700's. So the circumstances weren't exactly in their favor.
