The ones that drew, drew most likely a drawing for the first time. There was not endless parchment and paper for them to enhance their skill. The ones that drew pictures in books were probably mostly the novice monks that translated them, not actually specialized artists for that kind of art form.
Great works of art before them and after them was always commissioned for large amounts of money from wealthy rulers to highly gifted artists.
The ones copying books in monasteries were novice monks learning how to read and write by copying books.

Art had a completely different purpose. It was symbolic, meant to convey religious ideas. Learning to draw properly isn't some magical gift and an untrained amateur can draw semi realistically.

Well, you see, OP, most of what we think of as "medieval drawings" were simply fragments in books. Usually, the monks and authors of Prayer books, would also draw little pictures.
It's not that that was the only form of painted art ----- mosaics and frescoes were extremely popular.
Eventually, someone got the idea of ,instead of simply painting on the wall (which limited the range and depth of colors), that they could paint on a piece of canvas specialty made for paints, and then just hang that on a wall. And thats when the world of art really started picking up. Painters developed their own special paint, their own canvas, etc that could cost thousands of dollars. They started becoming more indepth as time went on

The drawings you see are often not done by professional artists but often in manuscripts by a scribe copying down a book and either bringing an illustration from its previous source or trying to explain something better.
You'll find actual art of the time could be quite beautiful. Also the goal of much of the art was not to be realistic but to deliver a point, allegory and other things were new and really really popular.
