That's a terrible idea. The vast majority of criminals have no real ties to their country, so exile has little deterrent value.

Exile was mostly used in times when a colonial power was looking to populate its frontier holdings, such as British Australia, or where the criminal was of noble birth and punishing them more severely would be politically problematic.

OP here. I created this thread as something serious. It's not a thread where people can suggest utopias or fictional countries, but the pillars of a better country, where people who think like us is welcome. A country free of religions (that leads to hate, violence and unproductivity), free of sexual taboos (while the partners can give verbal consent, nobody should give a fuck), and oriented to create a better and happier society (better education, energetically self-sustainable...). All this together leads to a real free country, not ruled by fanatics, companies or personal and foreign interests.

Some drugs are allowed to combat outlaw gangs promotion. Nobody can win the war on drugs, and this is also applied to sexual orientations. This is what most countries tried, with useless results (I'm not even going to talk about all the money they've spent).

Who decides what these requirements are? The leaders already in power?
And anyway, how is a raffle really going to decide who's BEST for the job? That wouldn't select for skill or competency at all, it would just be random.

People would be rigorously tested from birth to figure out whether they would fit into Nerdtopia, and then would be given the option of moving there.

It would be a forested land filled with mountains and lakes and Swiss-like mountain valleys and glacial mountains like the Pacific Northwest.

People would be sorted into different castes based on their abilities. Artists and musicians would be given the ability to actually make a living doing what they love, same with historians and anyone else. The country as a whole would be obsessed with psychological testing and cordoning people off into specialized areas where they can be with people most like themselves after they figure out what their personality is like and what they're good at. There would probably be a lot of robots doing the work to make sure people are allowed to pursue their passions, and being nerds, we would probably have a good space program too.

Other than the general focus on castes and psychological testing, the governments of the various areas would run the gamut from highly urbanized, futuristic Star Trek socialism to racist monarchical tribes in the mountains.

Obviously, crime would be very low, as well as drug use/alcoholism. Keeping up a good birth rate would probably be an issue, since smart people don't like to have kids. Traditionally "jock" things like sports would fall to the wayside, though we would have a military.

Speaking eloquently would be highly prized, and people would eventually develop a very refined, verbose manner of speech that most people today would consider cringeworthy. People would wear various forms of clothing related to various nerd subcultures or fantasy or historical periods that they enjoy. This can include emo styles, punk rock, fancy JRPG clothes, Elven robes, witch and wizard outfits, Roman togas, etc.
