The rising sun flag, both with and without rays has been a symbol of Japan centuries. In contrast the Swastika is specifically the flag of the Nazi regime and it's ideology.
It is better to compare the Rising Sun with the Cross pattée, which was used for the german military before, during and after the second world war.
