That is an animal with many faces. Primarily you should understand that it is not an angry phrase, or an anti-religious standpoint, although the man himself could be considered an ideological enemy of the church. The statement is lamenting the loss of potentially worthwhile values men of the church are supposed to take to heart when a process of normalization and disinterest caused by regularity occurs over time. God is dead because he is mundane, his value is gone, and sadly it cannot be taken back by anyone who cannot questions things enough─not necessarily to question and realize the faults of religion, but to question and come to any greater understanding and awareness of a position.

The phrase is not happy, it is sad.

Also consider his thinking that men should be their own gods and it takes new form, but this is a decent summary.

The real meaning of this quote can only be established when you analyse the circumstances and the time in which he said it.

Religious explanations keep being replaced by scientific explanations. And when people realize that their Godly explanations are inferior to science, they lose faith in God (or at least partly).

God was also the giver of moral values back in the days. And Nietzsche says that losing faith in the source of all morals means you would have to reject the morals themselves, because they lack legitimation.

"God is dead" is a quote used to indicate an observation of moral decay, caused by the rejection of the "source" of morals (it was God back then for many people).

He also states that overcoming this lack of faith and lack of morals is only possible by becoming the Übermensch (super human, homo superior). Which is what NatSocs and fascists picked up and morphed into their "national" or "ethnic" super human.

When Nietzsche says God is dead is he just referring to the collapse of traditional morality in the context of nihilism in 19th century Europe. It just means the universal signifier justifying and sustaining the theological-political hierarchical society can never be recovered and thus we are forced to rethink the structure of everything we previously knew, felt and respected. This new freedom also brings new risks.
