The other reason why the soviet intervention was key, was because Japan was a confused polyarchy.
Peversely, continued defeats in the pacific made it harder and harder to talk about surrender for the Japanese, because the ones talking surrender were in the navy.
And since the navy was mostly dead at this point, and powerless, the IJA response was 'lol, faggots'.Manchuko operated as an independent, self-funding IJA fiefdom. They saw no reason to surrender in 1945 because what they had grabbed for themselves was unthreatened. Bombing and the convoy campaign meant they operated more independently than ever, and that gave them immense leverage in dealings in Tokyo.

Actually you should concentrate your efforts in losing. Make it look like you're a powerful nation, but lose anyway. That way, when you lose, America will want to ally you, and Americans will invest shit tons of money in your country. You will become an extremely wealthy nation, no one will match your technology. If you win the war, you'll have shit tons of debts, a destroyed nation, you won't be able to control the US in any way. It will be like Britain after WW1, but without any of the colonies. And far, far worse.

It strikes me as a way of saving face. The Japanese were not accustomed to surrender in any form, so experiencing something as devastatingly unconventional as atomic warfare gave them an opportunity to surrender.
