segregation was always legalized, private businesses could always chooses whether or not to serve blacks. Their were segregated establishments all over the country, just not to the degree of southern states because of their massive black population.

They passed a bunch of amendments protecting civil rights, and trying to turn the Southern United States into genuine democracies, and then ended Reconstruction and let the nascent democratic institutions in the South fail.

The 1880s and 1890s then saw paramilitary groups like the Klan destroy a large portion of what the Civil War was fought for.

the north didn't even allow blacks to vote until the 14th amendment which was nothing more but a power grab on part of republicans.

The war was fought to bring the south back into the union and after Gettysburg, to end slavery. Both were accomplished. Stop projecting your moralfaggotry on the union cause.
