The greeks had two gods of war: Ares and Athena.
Ares represented the savage side of war. War as the barbarians understood it.
Athena represented war as the greeks understood it, with discipline, strategy, tactics, etc.

The prophecy that caused Zeus to swallow Athena's mother said that she would one day surpass him. There's also her being born already adult and in full armor, which hints at her having a more ancient origin. And it's hard to ignore how similar she is to Neith, who was revered as the most important goddess in the earliest period of Ancient Egypt, before falling out of fashion.

Athena was the goddess of war as a tactical/strategic affair, Ares was the god of 'battle madness' - basically the furour and terror of war rather than its more subtle parts.
Seen this way it makes sense that he'd always lose, as any Greek would know that calculated battle plans prevail over a frenzied approach.
