Belgium exists because French-speaking industrialists wanted independence from the Netherlands, who ruled Belgium prior to the Belgian revolution of 1830.

The Flemish got dragged into it mostly for religious reasons:
Dutch: protestants
Flemish & Walloons: catholic

Big mistake on the part of the Flemish, since the independence from the Dutch also cut off access to the Dutch colonial ports, which were the primary source for the raw materials needed by the Flemish textile industry.

Also, The Walloons have been trying to shit all over the Flemish language and culture ever since 1830.

Today is the Day of the Flemish Community btw, commemorating a tremendous victory by the Flemish over the French elite at the Battle of the Golden Spurs on July 11 1302.

"Belgium" as it was created in 1830 was a completely artificial union of French speakers (Walloons) and Flemish speakers (Flemish).

There is little doubt that the original Belgian elite had planned on "Frenchifying" the Flemish from the start.

One of the founders of "Belgium" (Charles Rogier) famously said: "Belgium shall be Latin (= French) or shall not be at all".

Because the states it was between failed miserably to take it. The French captures it in 1790s but went on to lose it at end of the Napoleonic waR's. It was then given to the Dutch whose misrule caused dissent and secession in 1830 with the help of French troops. French politicians in turn dreamed of retaking Belgium through the century because of the idea that the Rhone was the "natural borser" of France. Attempts to forward this goal failed miserably due to internal divisions that wrought havoc throughout the 19th century and cause Napoleon iii (who also had interest in this endeavor iirc) got cucked by Prussia. Also, eternal Anglo promised to protect belgium, though I'm not sure If it really wpuld have kept it's word, though it certainly spooked many a French politician.

"Flanders" as a political entity has existed continuously (with varying degrees of autonomy) for over 1500 years, to this very day.

Modern "Belgium" first began to take shape 200 years ago as an artificial mishmash of two ethnicities with a common enemy at the time.

The name "Belgium" comes from a loose confederation of Celts that Julius Caesar wiped out 2,000 years ago for Christ's sake.

The northern part of the Duchy of Brabant was centered around the base of power which gave rise to the Orange-Nassau family; Breda.

William the Silent came from this branche, after his uncle; Henry III of Nassau-Breda had been appointed Stadtholder to the Spanish Kings he inherited these titles on the death of Henry, dropped the Breda suffix and added his Orange suffix.

The most-northern Catholic lands became a bastion of pro Orange-Nassau power and were more loyal to them than they ever were to the Spanish.

Cross reference this with the Union of Utrecht and Union of Atrecht and it simply became the part where fighting stopped between the Dutch and the Spanish (later Belgians), because none could budge Dutch power in those regions.

Also; the north is as heavily Protestant because the Spanish allowed the Protestants merchants to leave for the north after they conquered a city/regions (see: Antwerp).

Too bad there was no implementation of the Talleyrand plan after the Belgian war.

Strasbourg is pretty much a symbolic representation of the EU as a post WWII Franco-German power.

Brussels is Brussels because it was decentralized/divided enough already for EU purposes and that it was the Belgians that ended up being a driving force for further federalization when it came to the early years of the EEC.

HOWEVER Britain and British identity are solidified by the fact they've actually done something other than be the Kaisers punching bag during their 300 year existence.
