Well, Rousseau separated between various forms of freedom (most importantly civic freedom and natural freedom) so that's a thing. However it's also cool to hate Rousseau 'round these here parts.
English is not my mother tongue but i assume that freedom stands for an individual level, e.g. being able to do whatever and whenever you want, while liberty has a more abstract meaning that spans across the entire nation or community.
