It's pretty retarded to talk about him in terms of being a good or a bad king. Felipe II was the last King that actually ruled in a sort of personal manner. Carlos II was a figurehead king just like his father and his grandfather.
The actual government consisted of a extremely varied and cumbersome number of institutions with the figure of the valido being a sort of prime minister trying to patch them all up and trying to lead the Empire in one direction or another.
